Request for Qualifications for Hydrogeological Services Groundwater Management Area 13 - Desired Future Conditions Pursuant to Sections 36.057 and 49.057 of the Texas Water Code and Subchapter A of Chapter 2254 of the Texas Government Code, the purpose of this Request for Qualifications (“RFQ”) is to solicit information that will be the basis for the Groundwater Management Area 13’s (“GMA 13”) selection of qualified firms to provide professional services for GMA 13’s hydrogeological modeling and assessment needs in the Desired Future Conditions development process under § 36.108 of the Texas Water Code. Scope of Services The groundwater conservation districts in Groundwater Management Area 13 are charged with joint planning and setting desired future conditions for aquifers in Atascosa, Bexar, Caldwell, Dimmit, Frio, Gonzales, Guadalupe, Karnes, LaSalle, Maverick, McMullen, Medina, Uvalde, Webb, Wilson, Zapata, and Zavala counties, pursuant to § 36.108 of the Texas Water Code. The major aquifers in GMA 13 are the Carrizo-Wilcox, Edwards (Balcones Fault Zone), Gulf Coast, and Trinity; and the minor aquifers are the Queen City, Sparta, and Yegua-Jackson. The groundwater conservation districts in GMA 13 are the: Evergreen Underground Water Conservation District, Gonzales County Underground Water Conservation District, Guadalupe County Groundwater Conservation District, McMullen Groundwater Conservation District, Medina County Groundwater Conservation District, Plum Creek Conservation District, Uvalde County Underground Water Conservation District, and Wintergarden Groundwater Conservation District. In furthering its duty of establishing desired future conditions of the aquifers within the above- listed counties, GMA 13 seeks to engage an engineering/hydrology/hydrogeology firm to assist GMA 13 in determining desired future conditions based on the best available science, including but not limited to the Texas Water Development Board’s appropriate Groundwater Availability Model (“GAM”) and other site-specific information. The scope of services shall include working with the GMA to develop the DFCs, including modeling the proposed DFCs, and working with the GMA to develop and finalize the required explanatory report. If the individual or firm is selected, then in the second stage of the procurement process, the individual or firm should break out proposed costs for the DFC development and modeling separately from the costs related to the explanatory report. Schedule Responses to this Request for Qualifications are due to the Guadalupe County Groundwater Conservation District by 5:00 PM (CST/CDT) on Friday, September 30, 2022. RFQ Approach Groundwater Management Area 13, which is comprised of political subdivisions of the State, follows the State of Texas' Professional Services Procurement Act procedures for selecting engineers and other professional consultants and, therefore, can not evaluate these services on the cost of services. These engineering and/or other professional consulting services must be evaluated only on the quality and experience of the company and its employees. Therefore, do not submit any pricing information with this RFQ. Failure to follow these instructions will result in the disqualification of a firm’s statement of qualifications. Responses to this RFQ will be collected and evaluated in accordance with the criteria specified. After final selection, staff will negotiate with the firms to define the cost schedules, terms, and conditions that will apply to the contract work. Once an agreement is reached at a fair and reasonable price as required by the above-referenced statutes, the contract will be executed. Firms under contract will not be guaranteed any specific amount of work. Recommended contract amounts will be determined based on the anticipated amount of work for the particular engineering, hydrology and/or hydrogeologic disciplines. Confirmation that neither the Company nor any officer or principal of the Company has any interest, directly or indirectly, that could conflict in any manner with the interests of GMA-13 or that would in any way hinder the Company’s performance of the services contemplated by this RFQ. Selection The following is a list of criteria that will be used in evaluating qualifications. Companies will be evaluated on their qualifications and not price. The groundwater districts comprising GMA 13 shall be the sole judge of the relative weight of the evaluation criteria.
